A new government is in place and it is a government that is looking to the housebuilding industry to boost economic growth.

This means changes to the planning regime, including a review of green belt and a promised new National Planning Policy Framework.

The HBF Planning Conference will look at these changes and the challenges that the new Labour government will face. The number of local plans adopted and the number of new homes securing planning permission in 2023 were both the lowest for a decade. Biodiversity Net Gain (BNG) has just come in and nutrient neutrality is not going away.

What elements of the reform agenda tabled at the start of the last parliament (the Infrastructure Levy, National Development Management Policies, local plan reform) will survive into this new one?
